Similar to #34, User management drivers should be able to be queried for their significant user access level values, together with symbolic names and free-form descriptions (which would presumably summarize implications for authorization). All of this should be localized, of course.

Since commit be9ebf9ca1 drivers are no longer responsible for authorization, so this is no longer relevant.
