As of commit 18c8076a0f the Lang, Conf, Exception, and User classes as well as User\Driver, Db\Driver, Db\Statement, and Db\Result interfaces and their implementations all have test coverage.
The Database class does not yet have coverage, but it is very much a work in progress (and mostly isn't scaffolding, anyway), so I will close this bug, some 70 commits after opening it.

The base classes (Lang, Conf, Exception, Database) are missing tests. Tests for these should be written before any new code is written.
Note: tests are also needed for the User class.
